Job Description The Countermeasure and Electromagnetic
Attack(CEMA) - Integrated Survivability Solutions (ISS) product
line is seeking an experienced and dynamic Principal Subcontract
Administrator to join our team. This role has the responsibility
for all phases of subcontract execution and supplier performance
through the coordination, negotiation, and management of highly
complex proposals and subcontracts under minimal supervision.
Candidate shall possess comprehensive knowledge of business
agreements, government and commercial contracting methods, and
federal DOD regulations while being able to work to work
independently as well as manage cross functional program teams on
all subcontract related issues; multi-tasking is crucial for
success. Must be able to assess, prioritize, and drive issues to
closure while exercising discretion and independent judgment in the
performance of duties. Regular duties include but are not limited
to: prepare and review proposals, develop evaluation criteria, lead
Statement of Work(SOW) creation, negotiate subcontract provisions,
select / recommend subcontractors, write subcontract packages for
review and award, and negotiate additions, deletions, or
modifications. All facets of end-to-end sourcing fall under this
role's purview with a focus on driving supplier excellence via the
procurement of critical materials, equipment, supplies, software
and services of a highly specialized nature.ISS encompasses new
keystone development opportunities that will shape the future,
long-established production programs alongside sustainment;
portions of the work is of a classified nature and the ability to
obtain appropriate clearances is desirable. The selected candidate
will work on the world's most advanced EO/IR technology to deliver
next-generation threat detection, countermeasure, and full-spectrum
electronic warfare capabilities that enhance mission survivability
and ultimately bring the Warfighter home safe.Develops subcontract
specifications, work statements, and terms and conditions for the
procurement of specialized materials, equipment, and production and
global sustainment for multiple contract types. Prepares/reviews
proposals, develops evaluation criteria, negotiates subcontract
provisions, selects or recommends subcontractors, writes
subcontract packages for review, prepares awards and administers
resulting subcontracts. Negotiates additions, deletions, or
modifications to subcontracts.Required Education, Experience, &
Skills
Bachelor's Degree in related
discipline and 6 or more of directly related work experience
preferably in a government contracting environment.Sourcing
experience: Executing and managing major, complex, and critical
Subcontracts or ProcurementsAbility to conduct effective meetings
with personnel and facilitate meetings with
suppliers/subcontractorsWork developing strategies to support
affordability initiatives.Proficiency with Microsoft Office Suite
(Microsoft Excel, Word, and Outlook).Ability to lead and present
dynamically.Stellar time management/organization skills.Preferred

Knowledge of the FAR and
DFARSKnowledge of ITAR (International Traffic in Arms Regulation)
and EAR (Export Administration Regulation)Certified Six Sigma
Green/Black BeltExperience with AS9145 and the requirements for
Advanced Product Quality Planning (APQP)Professional certifications
(PMP, C.P.M., C.P.S.M.)Experience with an Oracle ERP systemEarned
Value Management and Cost Analysis

InformationFull-Time Salary Range: $96470 - $164010Please note:
This range is based on our market pay structures. However,
individual salaries are determined by a variety of factors
including, but not limited to: business considerations, local
market conditions, and internal equity, as well as candidate
