DETAILS:We are looking for an Oracle Senior Programmer Analyst to
join our MaineIT Application Development Group, you will be part of
the Department of Administration and Financial Services. Positions
at this level are recognized as technical experts with mission
critical application design, development and maintenance and are
relied upon to provide expert consultation to meet user needs
including recommending, designing and coordinating both changes to
business practices and specific technology solution.This role is
the highest technical level in all phases of applications systems
programmer analysis and design activities. The most important
aspects of this work are the application of system analysis skills
to formulate solutions to complex business problems using
automation technologies and preparing system design plans and
detailed specifications to facilitate the development and
implementation of application systems. Oversite of daily support
activities and other development work may be required. Work is
performed under limited supervision. This position is located in

YOUDO?As Senior Programmer Analyst, you will be joining the DAFS
Application Development team and providing critical technical
support and subject-matter expertise for the Bureau of the Budget's
Oracle application.You will be providing direct support to the
business in their daily use of the application, troubleshooting
operational issues, coordinating work performed by MaineIT staff,
system upgrades, interfacing with vendors and business partners,
user and technical support, and periodic user
training.Responsibilities include analyzing, designing,
documenting, resolving complex problems and occasionally providing
new system functionality for the applications we support. Work will
include assignments using the following:PL/SQLOracle
DatabaseMicrosoft Visual BasicMicrosoft Sql ServerAppeon
Powerbuilder / PowerwebJava / Java ScriptYou may also be asked
to:Design, develop, test, deploy, maintain, enhance, and support
software systems.Work under limited supervision.Supervise, coach
and train junior programmers.Contribute across all phases of the
software development life cycle.Integrate the business strategy and
knowledge of software capabilities (current and future) into the
direction for all products.Comply with State of Maine standards for
production, quality, and productivity.Support documentation of
application architecture deliverables that are consistent with
architecture principles, standards, methodologies, and best
practices.Train system end users, serve as an information resource,
develop resource materials, and provide ongoing support.Respond to
customer support escalations.Stay on top of new technology trends
and ongoing opportunities for education.Maintain, VBA applications
and Excel report-building tools.Design, develop, and maintain
Oracle SQL queries and stored procedures for data retrieval and
manipulation.Collaborate with cross-functional teams to gather
requirements and provide technical solutions.Troubleshoot and
resolve technical issues in a timely manner.Document system
specifications, changes, and updates.The ideal candidate possesses
the following:Four years' experience with PL SQL, Oracle SQL, and
Microsoft SQL Server.Experience with basic web technologies (HTML5,
CSS3, etc.)Hands on experience with Appeon PowerBuilder/Power
webFamiliarity with Microsoft Power BI, Power Apps, and Power
Platform technical solutions.Familiarity with Agile project
management and sprint planning.Ability to work independently as
well as collaboratively on cross-functional teams.Experience
working with financial applications.Highly skilled in interpersonal
and verbal/written communications, presentations, math, analytical
and problem-solving skills.Experience in designing complex common
data models.Intermediate to advanced knowledge of relational
database concepts.Knowledge of all phases of the software
development life cycle, as well as the project development
cycle.Excellent organizational and time-management skills.Strong
oral and written communication skills, including the ability to
write clearly and effectively at a level appropriate to the target
audience, which will include business users, senior business
managers, project managers, and all levels of IT support and
management.Must be comfortable working directly with end-user
community to capture, refine, and verify business requirements,
translate those requirements into technical tasks, and implement
them into application processes.Must be able to accomplish tasks in
a timely manner with limited supervision.MINIMUM REQUIREMENTS:Four
(4) years of computer programming experience utilizing higher level
languages including two (2) years at the Programmer Analyst level
or equivalent -OR-A Bachelors Degree in Computer Sciences including
two (2) years at the Programmer Analyst level or equivalent.A
Masters Degree in Computer Science may be substituted for one (1)
year of programming experience.The selected candidate will be
required to pass the required background checks(fingerprinting may
be required) as a condition of employment.This position is not
